FCC statement on journalists refused entry to Macau

The Foreign Correspondents’ Club, Hong Kong, is shocked by reports that two journalists -- Carita Ho So-man of Ming Pao newspaper and Ada Lee of Next magazine, have been refused entry to Macau by officials who cited security laws.  Ms Ho was on assignment and possessed appropriate credentials. Ms Lee was on holiday with her family.

There is concern that the barring of Ms Ho may have been in response to articles by her detailing Macau’s previous decision to prevent certain of Hong Kong’s pan-democrats from entering the Macau SAR. There are also reports that Ms Lee was turned back after being detained and questioned for several hours. Regrettably, these are not the first cases of journalists being denied entry by Macau authorities in recent months, which makes these latest refusals of entry all the more ominous.

Barring reporters from covering events in Macau is an unmistakable attack on freedom of the press, not only in Macau but also in Hong Kong, and it can only risk damaging relations between the two SARs. It also serves to heighten existing fears of an erosion of respect for the fundamental rights guaranteed in Macau’s Basic Law, and is in sharp contrast with Macau’s long history of openness and respect for diverse opinion. We find it particularly distressing that the selective barring of reporters has followed Macau’s enactment of Article 23 national security legislation.

The Foreign Correspondents’ Club, Hong Kong, strongly urges the incoming administration to put an immediate halt to all limitations on the right of journalists to enter Macau for the purpose of carrying out their professional duties.

香港外國記者會就記者被拒進入澳門作出聲明

根據報導,「明報 」記者何素文及「壹週刊」記者李雅雯遭澳門官員以保安法為由,拒絕二人入境。香港外國記者會表示震驚。何素文當時被派往澳門工作,並持有相關身份証明文件。李雅雯則與家人到澳門旅遊。

何素文被阻止進入澳門,可能與她早前詳細報導澳門決定不允許部份泛民主派人士入境有關。根據報導,李雅雯曾遭拘留及問話數小時。令人遺憾的是,過去數月曾有其他記者遭澳門當局拒絕入境,而此宗事件更讓人擔憂。

阻止記者報導澳門新聞,無疑是對當地和香港新聞自由的嚴重打壓,並可能損害兩地特區的關係。這次事件同時令人憂慮澳門基本法中,對基本人權的尊重,已經遭受侵蝕。這與澳門長久以來開放及尊重不同意見的歷史背道而馳。

早前澳門完成制定廿三條國家保安法例的工作,這次當局選擇性地阻礙記者入境,尤其叫人煩惱。

香港外國記者會強烈促請新一任澳門政府,對入境進行專業採訪工作的記者,立即停止一切有關採訪權利的限制。
