Amidst a heated political debate in Hong Kong, two of Beijing’s top experts on Hong Kong will explain the thinking behind the White Paper. Mr. Wang will discuss how the White Paper relates to the Basic Law and the prospects for universal suffrage, while Mr. Mo will review the relevance of the Chinese Constitution of 1982 to Hong Kong.

Mr. Wang has been a member of the Basic Law Committees for Hong Kong and for Macau under the Standing Committee of the National People’s Congress; Deputy Chairman of the Committee for Legislative Affairs of the Beijing City Congress; and President of the China Society for Judicial Case Studies. Mr. Mo is Vice President of the International Association of Constitutional Law, First Vice-President of Chinese Association of Constitutional Law and President of the Beijing Association of Legislative Research. The Hong Kong office of the Ministry of Foreign Affairs has made possible both experts’ visits to Hong Kong.
